By Bus:

Take the bus from Tres Cruces in Montevideo Terminal to Salto. When you arrive in Salto, you can take a bus to the terminal. By boat: When you are in the port in Montevideo, take a bus to the bus terminal Tres Cruces and from there take a bus to Montevideo.
